The Duke of Rhylanor today announced that Admiral Rikk Bainoi, Imperial Navy (retd.) has been confirmed as the new Count of Fulacin (2613 Spinward Marches; A674210-D). A symbolically significant world in the new relationship with the Zhodani Consulate, the new Count brings perspective from his Imperial Navy experience to this important role.
