Starport construction (as the official story goes) is being carried out by a robotic team under the control of Aleem Vren, near the ruins of the old Octagon Society building (weathered down to a rough foundation by the storms) on the equator.  Occasional supply shipments, in response to Mr. Vren's orders, are permitted to land briefly to execute cargo transfer -- he usually places his orders with the Scout Base on Dinomn.
